Can't access fillable i9 form on gov website

I have Adobe Acrobat DC, cloud and reader. Yet, I get a message regarding adobe instead of the form when trying to open the fillable I9 form here: https://www.uscis.gov/sites/default/files/document/forms/i-9.pdf

Save the file and then open it in Reader, instead of in the browser window.
