I’m filling out a PDF as an end user. I have been instructed to use Acrobat *READER*, not Acrobat Pro.
The PDF has a button that says “Add Attachment.” Clicking this button does nothing. How do I add the attachment?
I do NOT want to use Acrobat Pro to embed the attachment somewhere else, as I do not want to confuse the form provider. I’ve never seen this before. What do I do?

What version of Reader are you using? Can you share the file with us?
And there's no reason not to use Acrobat, if you have access to it.

Thank you for helping me with this. Are you telling me that this form's "Add Attachment" button is not functional?
Do you see the button that says "Add Attachment?" I'm assuming that it should be "hot" and clickable, but it's not. I would also think that the dimmed out buttons "Delete Attachment" and "View Attachment" would change after documents had been added.
Finally, you can see a similar form from the same agency that has "Add Attachment" buttons here:

Correct. They are not buttons at all. Just an image of one. Clicking it will do nothing, in any application.
My guess is it used to be a functional form (probably created in Adobe LiveCycle Designer) that someone "flattened" at some point, thereby removing all form fields and scripts from it.
Report this issue to the people who gave you the link to the file, and ask for a fixed version.

None of the fields are functional because there are no fields, only images of fields. I noticed part of the link says
"readonly". Maybe you were sent the wrong link.

Thank you. Did you discover this form, or did you modify to work as a user would expect?
Considering that the URL I shared is the "official" download. It seems to me I should resolve the issue and confusion with the agency, rather than modify their form as provided. Thank you.
