Can't combine pdf page files into a pdf Binder.

This problem seems to be happening a lot now. Formerly, I could generate a bunch of pages in Photoshop, Illustrator, etc, open Acrobat, push "Tools", push "Combine files", identify the files, hit "Combine", they would all shrink slightly and turn black, and a minute or so later I would be presented with a "Binder"-all the original pdfs in order, ready to be printed and bound.  Not any more. I´m on a Mac Pro running Mojave (10.14.6), Acrobat Pro 2021, on 48GB RAM. Photoshop still does its job of producing reliable PDFs, but when I go through the process I described, what I get is a column of PDF files totally disconnected from each other. Not a Binder, not a Portfolio. If I click on one page, I get that page only.  What is going on, and how do I stop it, or is this some new wrinkle in Acrobat that I should have heard about but didn´t?

I have to do this with several jobs and why Adobe decided to set up combining files like this is astounding. @Bernd Alheit  Let make the process to build a single pdf file with multiple pages vs a portfolio (which is useless in a prepress environment).

Originally, part of the problem we´re discussing was in Photoshop. PS is currently unable to add the dot-file-format identifier that usually follows a file name, e.g., Gobbledigook.tif or Gobbledigook.jpg. When I realized that Photoshop was consistently NOT doing that for my files going into Acrobat, I added them myself (against objections from Photoshop), and it worked. At least Acrobat didn´t complain about the files, but it still wouldn´t do its job.  The PS problem is "a known issue", meaning, I suppose, that Adobe is trying to fix it. I haven´t found an announcement yet that Acrobat´s inability to make a combined pdf is "a known issue", and I´m not certain whether that would be good or bad. I just want to get it fixed. I can add that I´m not running in Catalina, Big Sur, or Monterey. I´m running Mojave and getting the same Photoshop problem.
