Can we edit Acrobat reader document ?

Hi experts,

 

I have a requirement to share a Acrobat reader document with multiple users to edit and fill with additional information. few questions: 

  1. Can Adobe Acrobat Reader be used to create drop down options ? example: if i select a question like what is the country of orgination then it should show me the list of countries in the drop down like what we see in Microsoft Excel. can this be possible in Adobe Acrobat Reader ? 
  2. Can we edit a Adobe Acrobat Reader document and save after the changes ? my question is not adding a comment, but editing or filling the requested information and save the form and email it back. can this be possible ? do we need Adobe Acrobat editor ?

You can put comments into a PDF document (unless it's locked) by any version of Acrobat. 

if you want to actually edit a document, you must have either Acrobat Standard or Acrobat Pro. 

No, Reader cannot do what you mention in your first question or the second question.  And Reader cannot make a form. If you are sent a form, Reader can fill it out and you can save it with a new name and send it back.
