Can you force a pdf to always print "actual size" in the settings?

I have a drilling template that is on letter size paper, but it needs to be printed actual size (100%) for the hole pattern to match the equipment. In our manufacturing facility the person printing the document doesn't always read the "Do NOT Scale" instructions when sending the doc to their local printer.  Is there any way to set the pdf to always print at 100% or is that always dependent on applying the correct printer settings when the file is sent?
If there isn't we will need to send the file to a commercial printer so we can be sure that the result is sized correctly.

No. What you can do, though, is create a Print button in the file itself that opens the Print dialog with the correct settings, but you can't force the user to use those settings.

ok, thanks, that is good to know. I think we have decided to have the page printed commercially to remove the possibility of it being scaled.
