Can you have form field conditions in Adobe Acrobat / Adobe Sign?

Hi guys,

I'm a graphic designer, and my employer wants me to create a form in Acrobat but with conditions. 

This form is to be an an multipurpose invitation for three different kinds of events:  a forum, symposium, or luncheon.  They want to be able to first choose the type of event from a dropdown, but only have certain choices of topics populate depending upon what kind of event they've selected.  This seems like an if/then logic function to me.  If it's a Forum, then they can have Topic A, Topic X, Topic H.  If it's a Luncheon, they can choose Topic Y, Topic N, or Topic L.  If a Symposium, then Topic B, Topic W, and Topic K appear.  They only want specific topics to appear when the first condition is met, not show all 9 topics at once in the dropdown menu.

I also don't see any means of adding form field conditions using Acrobat's native Fill and Sign function.  There's nothing like this under Properties, either. I searched, and saw this is possible using Adobe Sign.  I found this tutorial:  Setting form field show/hide conditions

I have followed the tutorial to the letter, but I see no "Conditions" menu when I go to Edit.  I have every other menu except "Conditions."  At the top of that tutorial, it states, "Conditional field values are available with the business and enterprise service plans."  My company has a Pro plan. 

Am I to assume that we will never have a "Condition" menu unless we switch to a business or enterprise plan?  If so, then, is it possible to program these same if/then logic functions using JavaScript?

If I am unable to set form field conditions without learning Javascript, then my solution would be to create 3 different PDFs for them to have three different sets of choices, and never the twain shall meet.  Suggestions welcomed!

Does you need a Adobe Sign form? Or can is be a Acrobat form?

It can be Acrobat or Sign as long as I can do conditional fields. 

Am I missing something?  Acrobat DC does not appear to have a way to do conditional fields without knowning Javascript, hence I was using Sign.

However, I do not have a menu called "conditions" in my copy of Sign.   At the top of that tutorial, it states, "Conditional field values are available with the business and enterprise service plans."  My company has a Pro plan, so I am wondering if this feature is not available to me.
