Can you limit characters to a PDF form?

I am wanting to create forms however a few of the text boxes need to have a character limit set.

What is the best Adobe PDF program to do this with & is it possible?

Yes. With forms you create in Acrobat, you have the ability to specify a character limit with a text field:
