And if you do in fact download the PDF file from https://www.canada.ca/content/dam/ircc/migration/ircc/english/pdf/kits/forms/imm5444e.pdf and try to open this PDF file in Adobe Acrobat Reader or Adobe Acrobat on Windows or MacOS, it opens without a problem. Note that this file cannot be opened in web browsers or on the Adobe Acrobat Reader iOS or Android versions since it is actually a PDF XFA form (created by Adobe LiveCycle Designer 6.2).

Whatever you uploaded to the URL you specified yields a message:
We're not able to open this document. It's either corrupted or the file type isn't supported.
Apparently it is labelled as a PDF file, but isn't and where it was uploaded to on the Adobe Document Cloud won't display it or allow its download. Nothing we can do to assist you here from Adobe.

That is not a government site from Canada.
In the title of your inquiry you said "cannot open a adobe file from government site"
And then you say you've downloaded from that shady URL from the document cloud.

To open this kind of doucuments. Click on the original link from the government account. When it tells you the error message "The document you are trying to download .......", you download that pdf file containing the error message to a folder on your pc eg, Dowloads. Whe its downloaded, go the folder via file explorer and open the file from there, the form will open.
