Cannot organize or replace pages in protected PDF after unlocking with password

I need to periodically replace pages in a password-protected PDF.

 

Unlocking the PDF allows me to edit text and insert or extract pages.

 

But the only way I can use the "Replace pages" function is to remove all security and then save the PDF. Only then does "Replace Pages" become available. This process requires to finally re-establish the security and password.

 

Bug ?

Here's info about my installation on MacBook Pro 14-inch (2021) running Sequoia 15.2 (24C101).

I hope you're doing well, and we apologize for the delayed response and the trouble.

 

Is it specific to one PDF or with all the protected PDFs?  

Please ensure you have the latest version of Acrobat installed on the machine: 25.001.20432 Planned update, Mar 11, 2025. Check for any pending updates from the Menu > help > check for updates, install the updates, restart the app and the machine, and check. For more information, see this: https://adobe.ly/3XOjECP.

 

Check for Certifications/Signatures:

  • Open the Signatures panel (Tools > Sign > Signatures). Certified documents or signed pages may restrict editing.

  • Remove signatures if possible (right-click > Clear Signature), but note this may require authorization. For detailed info, see this article: https://adobe.ly/4iIHXtT

Remove Security Completely:

  • Open the PDF in Adobe Acrobat.
  • Go to File > Properties > Security.
  • Click on Security Method and select No Security.
  • Enter the permissions password to remove all security settings
  • Save the PDF, and the replace the pages. 
  • You have to reapply the security settings.

I first checked for updates and am updated to that version.

I just password-protected another mutli-page PDF, saved it, closed it, opened it, unprotected it, and the same problem occurred: "Replace pages..." is not availble.

 

Check for Certifications/Signatures:

There are no signatures in the Signatures panel.

That overly cumbersome process is what I described as the only way I can replace pages in a protected document., which is the problem.

 

This appears to be a bug in Acrobat. Please fix.

I am following up to check if you are still experiencing the issue with the latest build of Acrobat: 25.001.20643, Optional update, Aug 25, 2025? If the issue continues, please share the logs and a sample PDF file with us for further investigation. To collect the logs, download and run the Log Collector tool. Make sure to select all log options and attempt to reproduce the issue. After that, close the Log Collector tool; it will generate the logs along with a log ID. Please share this log ID with us.
