Recebi um documento assinado pelo Serpro e não consigo assinar digitalmente, ele apenas valida a assinatura existente mas não habilita o botão 'Assinar Digitlamente', fica habilitado apenas 'Validar Todas as Assinaturas', como resolver?

You can't. If the author of the file locked it when they signed it and didn't add additional signature fields then you can't sign it yourself. Report this issue to them.
