I would like to take a PDF, turn it into a fillable, submittable PDF, put a link to it on my website and collect data when they submit it back to me. Is this possible? I do know how to make it fillable and submittable, just not sure if I can collect the data on an excel sheet or something along that line.

Sure, that's possible. Once you have several such forms you can use the Merge Data Files into Spreadsheet command in Acrobat to export the data from all of them to a single file, which can then be opened in Excel. You can't, however, extract the data into an existing file. So if you do it more than once you'll need to then merge those Excel files yourself.

We are looking into using this for On-line school registration so if am reading you right, I would need to wait until all registration materials are in and then merge?

That's probably the easiest way of doing it, yes.
