Comments Tool is Missing

Within the Share & Review group of tools, I no longer have one titled "Comment". Where did it go? How do I get it back? I'm on Creative Cloud which is supposed to keep itself updated. But to be sure, I had our IT Admin uninstall and reinstall and there was no change...

Please check and confirm if the tool is also missing from the right-hand tools pane.

Did you notice this change after the recent update? 

It seems that you are using the application on the work machine. Did you notice the same on other devices?

Did you try any troubleshooting steps? How did the application was installed on your machine?

Share the OS version.

Please check and confirm if the tool is also missing from the right-hand tools pane. YES IT IS MISSING FROM THERE TOO

Did you notice this change after the recent update? YES, WITHIN THE LAST MONTH OR SO

It seems that you are using the application on the work machine. Did you notice the same on other devices? I ONLY USE ON DESKTOP

Did you try any troubleshooting steps? How did the application was installed on your machine? YES TRIED UNINSTALLING AND REINSTALLING VIA MY CORPORATE HELP DESK NO LUCK/NO SUCCESS

would you mind collecting Adobe CC logs https://helpx.adobe.com/creative-cloud/kb/cc-log-collector.html, Procmon logs https://www.adobe.com/devnet-docs/acrobatetk/tools/Labs/acromonitor.html  and share them via document cloud as described here https://helpx.adobe.com/document-cloud/help/sharing-pdfs.html for further investigation
