is it possible to create adobe documents where the attachment is directly accessible as a bookmark?
I would like to drag several attachments into the header file and these should then be available directly as bookmarks (according to their document names) in the overall document.

You can add them as attachments to the panel with that same name. You can't attach them as bookmarks... They are two different things. You can, however, direct a bookmark to open an attached file when clicked.
If that file is a PDF then add a "Go to a page view" action to your bookmark and then open the attachment, browse to the desired location, and click the Set Link button in the floating window.
