Does Adobe Reader DC paste-in-place?

It's been a long standing gripe that when you cut and paste elements from one PDF into another that the precise position is lost

There's no special control over pasting. It does what it does.

You mean comment boxes? Ok, different sort of editing. Reader's not really made for this, and if the free software has limitations maybe that is deliberate.

Reader doesn’t edit content so pasting is not relevant.

but it's possible to move text boxes in Adobe Reader DC and then save it...
