Downloading a government form requiring Reader 8
I am trying to download a government form - I am getting a pdf that indicates that I do not have Reader 8 or it is not configured properly. I am confused

No, it doesn't. You need Reader 8 or later to view it, since it's probably a special kind of PDF file. It should work just fine with the current version of Reader.
