E-Signing Services temporarily unavailable

A user in our enterprise environment has been relicensed, and verified e-signing is enabled. Reinstalled acrobat and continues getting "Action needed to request e-signatures". Had them use the online portal acrobat and she then gets "e-signing services are temporarily unavailable. Please try again later."
