Embedding video into pdf file.

After reading all discussion and the manual book - I am still trying to find this specific answer to my question:

If I embed a video into a pdf file, does this mean video will become an independent source inside a pdf file without any external link to the source video - and can reside anywhere (cloud, local computer, etc) while being able to play the video on its own?

Yes, but be aware it's not likely to work in any non-Adobe application, or on mobile devices.

This pdf file with video embedded will be only open on a desktop computers - nothing else.

Don't do it! 

As @try67 says, most likely the PDF will be opened on a non-compliant device or PDF reading program that won't process it correctly.

Plus, it bloats the PDF file itself to make it very difficult to download efficiently. 

We recommend putting a still from the video in the PDF and hyperlink it to the full video that resides somewhere on the web: your website, a rented video website like Vimeo, or YouTube.

We have a strict specification from the government that the pdf can not have any links to an external source and that the file can only be opened on desktop computers.  This such pdf will be only available to specific people (20 people at most) and are only downloadable from private and secured server.   We will encode the video into an optimal format into a small-sized file for pdf purpose prior to generating pdf with video embedded.
