Error 1328. for patch AcrobatDCUpd2300820470.msp released on 16th Jan

While testing AcrobatDCUpd2300820470.msp downloaded from https://ardownload2.adobe.com/pub/adobe/acrobat/win/AcrobatDC/2300820470/AcrobatDCUpd2300820470.msp on Windows 10 32-bit VM, I am getting  Error 1328.Error applying patch to file C:\Program Files\Adobe\Acrobat DC\Acrobat\AcroCEF\libcef.dl

I am trying to apply patch on base MSI (15.007.20033). The error does not pop up when patch is applied on AcrobatDCUpd2300820458.msp.

I tried the solution mentioned in https://helpx.adobe.com/acrobat/kb/error-1328-applying-patch-to-file.html but the error still persists.

Is this a bug in the newly released patch or is there anything that is missing prior applying the patch.

Note: I am installing the application in system context.
