Tried everything. But this error message wouldn't go away, and Adobe Acrobat Pro DC or Adobe Acrobat Pro Reader can't be downloaded on Windows 10. I tried disabling the anti-virus, it had nothing to do with that. I tried uninstalling and re-installing, it didn't work. Please show me know how to troubleshoot this?

It seems you are already aware that: Error 1406 in Acrobat installation typically means that the installer can’t write a specific registry key due to insufficient permissions. Here’s how we can try troubleshooting and resolving this:
Right-click the Acrobat installer (.exe) file.
Select “Run as administrator.”
This gives the installer elevated privileges to write necessary registry entries.
Some antivirus programs may block registry changes.
Temporarily disable your antivirus and try installing again.
If the error message points to a specific registry key (e.g., HKEY_LOCAL_MACHINE\Software\Classes...):
If the issue persists, clean out previous installs.
Download: Adobe Acrobat Cleaner Tool
Run the tool, restart your machine, and reinstall Acrobat.

I tried 1) and 2) and it doesn't work. 4)'s link no longer works when clicked on. I also tried calling Adobe Customer Support- the IT couldn't figure it out either.
