Export PDF to HTML from Command line or java/js API

Does Adobe pro version has command line or API to export PDF to HTML, a replacement to Adobe Acrobat Export PDF to HTML from GUI.

No. Acrobat doesn't offer such an API.

In Acrobat you can use the Javascript saveAs method.
