failed stop start coreSync

I cannot start Adobe Cloud on my MacBook Air.  I get the message:

Failed to Start Coresync  

Could not create ~/Library/Application Support/Adobe/Coresync

Any ideas.  I had used it in the past alright.  I have also uninstalled and reinstalled but no change
