Feature Restricted License (Offline)

Hi everyone, I am trying to install a feature Restricted license to Acrobat Pro with no luck. I try this command "Adobe-licensing-toolkit.exe --precondition --install" and I get an operation failed.

 

Not sure what else to do here. Am I missing something? I'm running this all on an admin command prompt
