Fill and Sign button not working

Try going to Programs and Features. Selecting acrobat and hit change.

Make sure the language is set to just English and not English with Arabic support.

Thank you for reaching out. 

Please try opening the Fill & Sign tool from the Tools tab. In Acrobat, click on the Tools tab next to the home tab and select the Fill & Sign option. Check the screenshot below:

If it is an issue only with the option on the toolbar, try repairing the installation. In Acrobat, go to Help > Check for updates.

In case the above steps do not help, try once removing the application and running the cleaner tool (https://www.adobe.com/devnet-docs/acrobatetk/tools/Labs/cleaner.html). 

Reboot the machine and reinstall Acrobat from the following page: https://helpx.adobe.com/acrobat/kb/acrobat-dc-downloads.html.
