Most desktop printers have a limited actual imageable area on a sheet of paper, creating white margins. The first option, Fit, scales your PDF down so that it fits inside this area, or scales up to fill that area. Actual does not scale at all, so a letter-sized PDF will print on a Letter size sheet of paper at 100%, but you might lose some information cut off near the edges if it falls outside the printable area of your printer. Shrink is like Fit except it only scales down PDFs larger than what would fit in the printable area. A PDF that is smaller will keep its size.
