Flatten pdf so text cannot be edited

Can a pdf file be flattened so text cannot be edited.  I can flatten a pdf so fillable areas cannot be edited but I can still highlight text and edit it.

    Hi @IT Tech1 You may restrict some openration on your pdf file, the settings can be found at, Document Properties>Security> Select Password security at Security method drop down.

    Password protect the file.
