This is untenable. I can not use a wheel on the mouse due to a terrible repetitive injury from being a production artist for 25 years. Using your beautiful products. I am BEGGING and PLEADING you will stop torturing my nerve pain from overuse on my fingers having to use the damn wheel of a mouse to make a scroll bar appear. WHY WHY WHY WHY?

Please, this is cruel and unusal punishment for no reason. If you work as hard as many of us due using your product you would not make us suffer physically to do basic tasks like SEE a scroll bar.

IF you have never had a repetitive injury from working on a computer, you have literally no idea how much this would mean to so many of us.

PLEASE help us to be healthy.

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.

This is an operating system issue.

You will find the "Always enable scrollbars" option in Windows settings and in MacOS settings.
