Getting 20225 unable to create Adobe PDF port

I have a win7 system and have reinstalled the OS and applications. When I installed Adobe 7 I was getting an error that I had no internet connection when I tried to activate it. After quite a few hours looking around that rabbit hole I found out the Adobe activation server is not working. I downloaded the version from the website and installed it and entered the serial number from the site and at the end of the install I got the error in the title. I can save a document to PDF but can't print one. Any help appreciated...

Adobe 7? You mean Acrobat 7? That won't install a PDF printer on any recent 64-bit version of Windows, at 12 years old it is far too old.

Yes, Acrobat 7. I've been running it on 64bit Win7 for 7 years and through 3 different installations. I've never had an issue installing from the CD/activation code I purchased but am having problems with the downloaded installation files/activation code. In fact I can install Acrobat 7 from CD now and it works fine I just can't activate it because the servers are down.

I have found some utilities online for making PDF files so this is not as urgent as it was. However, I'm a long time Adobe customer and would like to switch back so if there is a solution please advise.
