Growing dynamic "thermometer" in PDF? HTML?

I am looking to have a thermometer concept created that grows when a % value is entered into a box. The values are 0 to 100 and the color gradient must grow according to the value. It must have mobile device compatibility. If it cannot be done in an interactive PDF, could it be created in an emailable HTML file? Picture a simple advertisement with a couple of photos and some type that you open and enter these values in an accompanying scale. See attached mockup to see what it would look like. Thanks!
