Hashtag in the file name won't preview

Preview pane in Windows 10 file explore will not show a preview of a PDF file if the filename has a "#" hashtag in it. We use PDF file names with a hashtags in them for purchase requisition tracking. Example: PR#1234.  If we remove the hashtag it will show in the preview pane.  This seems to have changed recently.  Employees are reporting that Preview was working with files that had a hashtag in them previously.  The exact change point is unknown.  We checked other file types shuch as MS Excel and it was not a problem.  Excel will show in the preview pane with a hashtag in the file name.

Anyone got a way to make this work without renaming thousands of files?
