Help needed to add image popup by Hovering the mouse over Text

Hi wonderful Adobe community. I am creating checklist for Inspections and want to add images to different texts. I want an image pop up when hovered over certain text or by clicking the text in tablets. Can someone help me with the step by step process and if there is any tutorial available online, I will much appreciate it.

It is possible to create this functionality using scripts and button fields, and possibly stamp annotations.  However, if you want it to work on a tablet, you'll need to make sure the PDF viewer on the tablet supports the required functionality, which most don't.  I believe that PDF Expert from Readdle might work for this.

@BaGaBwithaB techically Acrobat's built-in tools don't directly support creating an image pop-up that appears when you hover over text. Maybe, you can do an image roll-over with the button field or a hidden (hover) link that triggers a javaScript action. Here is a video, but it is from 5 years ago
