Hilighting objects in Acrobat Pro

I have Adobe Acrobat Pro and I'm not sure why I am unable to highlight objects? Only text.

Reading instructions from a google seearch, it instructs to go to the comments tab, (which I don't have). I only have a comments tools and it doesn't have highlight capabilites. When I select the highlighter, it only highlights text. Trying to mark up a file for someone and I need this capability. Any advice?

The Highlighter tool only works on text. Use one of the other commenting tools, like Square, to free draw a box on the page. It's not a highlight, but it's similar.

I don't have shape tools in my comment tool options. And I know I've seen the highlighter used on non text items in instructional vids. But my UI is different from others I've seen??
