How do I combine a form with our letterhead to make a single document?

I have converted our letterhead from .jpg to .pdf.  I want to take another pdf file and insert it into our letterhead pdf to make a one page document.

Easiest way is by using the Background tool under Tools - Organize Pages.

In Acrobat Pro, there is a means of creating a new layer in an existing PDF file by inserting another PDF file. Try that as a solution!

You can then flatten the layers if you don't want or need multiple layers in your PDF file.
