There are a lot of possibilities including importing into Indesign or illustrator and scaling there to size and exporting a new PDF.

Easiest is, however, simply printing with "Fit" option or with the "Custom scale option" as shown:

Well, the easiest means is to use callas pdfToolbox (whether one uses the option highlighted or another option).

But if also need a resulting new PDF and do not have pdfToolbox, then using ID with a custom page size and producing a new PDF is probably the easiest.
