How do I protect an online fillable form (pdf format) from changes?

I have created fillable forms and want to prevent the form from being modified. However, the fillable fields should still be accessible. How do I protect the form from being changed?

The best way is to apply a security policy and digitally sign the form. If you do the former it's better if you apply a policy that requires the user to enter a password when opening the file, but if you don't want to do that then an edit policy is also good. If you apply the latter, make sure to set the signature field to not lock any other fields in the file, so the user can still edit them.
