First of all you need to ask them what they mean. I've never heard the term before relating to PDF files...

Hi xniman,
Active content can exist in many common file formats that an organization uses on a daily basis; documents such as Excel, Word, PDF, and PowerPoint will be shared between organizations and within an organization regularly. These documents can contain malicious active content – such as macros in Excel files and Java-Script embedded in a PDF file.
To remove active content from a pdf file, try sanitizing the pdf.
Go to Tools> Protection> Sanitize document.

Rave

See my reply above. You need to ask them what they mean by it, exactly.
