How do you change Document Restrictions Summary?

I just recently started using Adobe Acrobat 9.  I am recreating a document which will be saved as a pdf form (where the user will complete and return to my attention).  The previous document that was used at my company shows the following under the Security Document Properties:

Security Method:  No Security, Can be Opened by all versions of Acrobat

Under Document Restrictions Summary--Changing the Document, Document Assembly, and Creation of the Template Pages are not allowed.

This new form needs to mirror the previous security settings.  Is the a way to just alter the Document Restrictions Summary page without having create a security policy?

    Have you looked at using "Password" security in the PDF.

    You can enable this with the Professional edition of Adobe Acrobat.

    Is this the only way to achieve this? I had a feeling this was available

    in previous versions of standard?
