How to add default voice in Adobe Acrobat reader DC 32bit?

When I try to use the Read Out Loud function the message below pops up.

I noticed that I have no (zero) options for voice languagues.

Trying to follow the steps that I found to add voice in Adobe :

"Steps
  1. Go to Control Panel >Programs and Features.
  2. Select Acrobat and and click Change.
  3. Choose Modify and click Next.
  4. Click Languages.
  5. Click on the drop down against the languages that you want to install and select This feature will be installed on the local hard drive.
  6. Click Install.
  7. CTRL+Click on Acrobat. "

 

Here is when my porblem starts:

I go to 1- Control Panel > Progams and Features.

2- Select Acrobat and click Change.

3- Here is my problem. I do not have the option to Modify. I just have two options. Repair or Unistall. I tried to Repair several times but nothing change.

I am using Surface Pro X and Adobe Acrobat Reader dc 32bit.
