How to change Certified Mode to be able use third party plug-in.

The problem has been solved, if we don't have third party plugins, adobe will let us see Certified Mode on Yes and it doesn't matter if we have the checkbox checked or not, but when we install the first "third party" plugin and the checkbox is not checked (meaning we agreed to use third party plugins), the Cerftified Mode status will eventually change to NO.
