How to completely flatten a pdf so nothing is selectable or editable?

Hello,

I've tried everything in terms of flattening the pdf and no layers are visible, but the cross-hairs symbol still occurs when hovering over images, and the images themselves can be dragged out of their frames. Please could someone help, this is driving me crazy!
