How to configure Adobe Pro 2020 Preferences - Use File Name

We have run across an issue where forms we have downloaded from a fedeal agency using the Document Title name instead of the File Name.  I can go in and change the Document Properities of each file that is downloaded, but we download their files often - I really just want to set a default under Edit | Preferences.  Everything I've read indicates you should be able to go to Edit | Preferences | Select Documents from the left-hand pane (Categories).  In the right-hand pane, under Open Settings, check the box next to Always use filename as document title.  Click on OK.

I can do this EXCEPT Always use filename as document title is missing.  So how do you do this??  Screenshot of what I see.  I'm hoping someone has found a way to fix this (without having to run a script or anything each time I open a file).  Thank you.  Vivian

I'm on the following:  Adobe Acrobat Pro 2020 - (Classic release) version 2020.005.30774

I could try to uninstall and reinstall but all users licensed to use the software have the same issue and are on the same release version.

I look at it as a flaw in the system - it refers to something that is not there.

We use the Pro version as we do work with the USPTO and it seems to be a necessity to work with some of their documents.

Tnank you

@vivian_3409 what version of Acrobat do you have? I would download the latest version. And if you do have the latest version, I would probably do an uninstall and reinstall fresh. Use the dobe Cleaner from Adobe website to get a fresh uninstal of Acrobat https://helpx.adobe.com/ca/creative-cloud/kb/cc-cleaner-tool-installation-problems.html

Just realizing, also look at the title bar of your Acrobat window. Does it say "Acrobat Pro" or "Acrobat Reader"? If you are using Reader, you will not have this functionality. You would need to acquire a license for Acrobat Pro to gain access to more advanced preferences and editing features. If you have Acrobat Pro 2020 (the perpetual license version, not the DC subscription which is continuously updated), it's highly likely that the "Always use filename as document title" option does not exist in your Preferences. Which means you will need to upgrade

@vivian_3409 's headline says "Acrobat Pro 2020" and has "Action Wizard" in the categories of the screenshot, which is not available in Reader.  Reader actually does have the option to always use filename in document title.
