How to find out scanned templates were created in PDF or Word?

Please help! I have two identical scanned templates A & B. I need to know if they were created in PDF or Word. Some lines are longer where they typed text. The lines under typed text aren’t straight. The template A’s  input lines at the bottom of the page goes to the next page.

I think someone created them in PDF and someone typed text without using PDF software.

But I am not sure. How can I find someone to take a look at? Are there any specialists who can examine that?  Thank you!

This  was done in Word. I can recreate what they've done:

They used a combination of typing underscore characters up to and after the number, but then used the Underline Style under the numbers themselves. These do not line up vertically, plus, the end of the lines will vary depending on how many underscore characters they typed.

@Genkidesu honestly, I would re-create the document. Save it as a PDF or Export as a PDF or Print as a PDF. And then, bring into a Acrobat and create form. Adjust the fonts to be consistent throughout the document. And save it

This way, each time someone needs a form, it will be nicely type in with the exact same font size throughout the document! Well, that's what I have done in the past!

@Genkidesu in the PDF, you can look at the 'Document Properties' — Command D (MAC) or Control D (PC)

Thank you very much for your help! So the document was created and typed using Word. If the document was created in  PDF, but it was typed without using PDF editing software, what will happen? I really appriciated your time for the response.

Thank you very much for great informaion and advise.

Adobe became open standard in 2008. Back in 2003, I prited out 12 pages of formated PDF from the website, 6 pages as Exhibit A and 6 pages as Exhibit B. I handwrote numbers and information on Bxhibit B.  I don't have the copy of it.  Now a person created the document which numbers and information are all typed and he is claiming this is the original. He gave me scaned document.  So I need to prove it isn't.  I totally agree with your response. It isn't realistic for someone to make 12 pages of document which has a lot of number and text to type use Word underscore lines to go through the husstle. Again, thank you for your help!
