Is it possible to limit the number of prints to 2 or 3 when creating a protected PDF?

Actually, to be more specific, what you are requesting is not possible with the facilities built into Acrobat (or Reader). You may find some third party DRM packages that allow for such “metering” of PDF usage.

True, but once you print it, even once, the "cat is out of the bag", I would think. I don't think that even DRM can limit the number of copies one sends to the printer, or the ability to print to a virtual printer (although that might be possible), or to scan the printed file and create a non-secured copy... Not really worth spending thousands (if not more) on something that's only going to provide 100% full protection.
