How to package interlinking pdfs

I have pdfs that contain links to each other. How can I package them as a set? I attempted to add the PDF files to a Portfolio, but the links from one file to another do not work in the resulting Portfolio file. Is there another option,. workflow, output, etc. I should be using? Thanks for any insights.

You should place all linked PDFs as attachements in the main PDF.

But all links will need to be updated.
