How to put a ruler guide on an exact position?

Hello,

I want to make a PDF formular with Acrobat Pro X. terefore I need to determine exact positions in the document with ruler guides. The rulers on the left and top are not exact enought. So I want to type in the exact X or Y coordinates of the document, whe the guide schould appear. Is this possible?

I have created this document with InDesign CS5.5 and made all the ruler guides. Can I put these guides in the PDF? This would be option two.
