How to resize PDF for Facebook Ad

I'm using Adobe Acrobat DC. They want an image ratio of 1.91:1 or image size of 1200 x 628 pixels. Where do I change these values in the program?

You don't. Acrobat is not an image editor.

Export the PDF to an image format (like TIFF or PNG) and then edit it using

something like Photoshop.
