How to restrict editing on a fillable PDF form and request signatures?

Hello,

 

I am having trouble with the above. I have created a fillable PDF form but I would like to restrict editing so that the users who fill out the form are not able to move the fields, text, etc. but once finished filling out the form, can use the feature "Request Signatures". I have accomplished the former by selecting File>Properties and then under the security tab I select the security method as password security. I check the box "Restrict editing and printing..." but under "Changes Allowed" I do select "Filling in form fields and signing existing signature fields". However, while it restricts editing and does allow filling in form fields, it no longer allows the ability to "Request Signatures".

 

Since the form needs a submission and approval signature once completed, I would like to use the "Request Signatures" feature but when I restrict editing I am no longer able to do this. I have scoured the internet but cannot find anything regarding the issue so I appreciate any advice and help!

For the use of Adobe Sign don't protect the form.

File>print>Name: Microsoft print to PDF . This will do the trick.
