How to rotate an entire pdf without losing page flow?

Is it possible to rotate an entire pdf? I know you can rotate every individual page, but then page one would still be on the left and not the right. I'd like to make a book upside-down.

I know it's doable in InDesign, but I'd like to know if Acrobat has this function.

Forgive me as I've never made an upside down book before, so I'm not sure what all you're trying to accomplish.

Open the Pages panel. Select all the pages you want to rotate. Then click the rotate button.

 

 

You can also do this with the Organize Pages tool.

But are you really wanting to reorder the pages, as opposed to just rotate them?

If I only rotate the pages, the order of the story will be wrong. They will
be upside down, but when I start reading the book upside down, the pages
will count backwards. Hence my question.
