After I edit a pdf I want to save it and send to to people without menu and tool bars showing.

Whenever I save the tool bars and menu save and appear when I reopen the file.

What steps am I missing?

You can define to hide the menu bar, toolbar and window controls in the Initial View tab of the file's Properties, but the user will always be able to override that in the app settings, or to manually display them again, as they should be. I recommend you don't do that, though. Many users (myself included) find it extremely annoying when a file does that.

I do not see any reason why you should control the way a file is displayed on my computer. I'm not in front of a Windows or MacOS computer now, but I do not think it is possible to control those parameters on the file level on other systems. There are, however, parameters you can set in the properties of the file.
