You can't convert a PDF to a URL. They are two different things.
You can upload a PDF file to a web-server and then generate a URL for accessing it online, though. Is that what you did?

ok,, so it did generate web file. From there I need to (and can?) generate a url? And that would be an accepted url? Is there an easy (and safe) way to do that?

What do you mean by "web file", exactly? You can generate a URL for a PDF file by simply uploading the latter to a (public) folder on a web-server. The URL will be automatically generated by the server and you could access it through that URL, just like any other file, such as HTML or JPG.
For example, if the root folder of your website (the imaginary www.ns1212.com) is /var/www/www-root/data/www/ns1212.com/ and you place a folder there called "files" and then place "MyFile.pdf" in that folder, the URL for it is: http://www.ns1212.com/files/MyFile.pdf

Ok,, so on the adobe export there is an option for export to HTML web page. which I did. so I assumed that was a valid URL. But when I tried to inout that file into Linkedin (it was an article) they said invalid URL. So I am confused. It is a stand alone article, not linked to my web page or anything. Perhaps there was so mething I needed to add to the address line? like www or http::?

An HTML web-page is just a file on your local computer. Unless it's hosted on a web-server it doesn't have a URL.

It's not "nothing", but sending the PDF file directly would make more sense, yes.
