Is it possible to create one PDF out of screenshots?

Hello, first post. My question is this. I need to send a set of terms and conditions to an attorney I'm working with. Is there a way to screenshot a page at a time and combine it into one PDF? This would be like 20 screenshots. I'm wondering if there's an easier way to do it. Is it possible to convert the whole webpage into one PDF?

In that case you can do it using Adobe PDF Pack, if you have access to it: https://cloud.acrobat.com/combinepdf

Acrobat has a built-in option to convert a web-page to a PDF. You can do it via File - Create - PDF from web-page...

It's also possible to combine screenshots into a PDF. Go to File - Create - Combine files into a single PDF, and then select the image files you want to merge.

I'm sorry I forgot to mention I'm using a Samsung Galaxy s9. Is it possible to do it from my phone or it has to be done on a desktop? Thanks.
